His Majesty's Consular Officers accordingly. I fear, however
that the percentage of cases in which such information will
come into the hands of the immigration authorities will be very
amall indeed and the Government of longkong will receive very
slight assistance from the present arrangement. Since the
United States Government exclude Chinese because they are
Chinese and the longkong Government can only exclude them
because they are criminals it is hard to see how any satis-
factory arrangement can be arrived at.
